Authors: Сагун, Єлизавета Сергіївна; Бреус, Даниїл Павлович; Sahun, Yelyzaveta; Breus, Danyil

Abstract: This paper explores the evolution of airport administrative frameworks under the influence of global digitalization and ICAO standards. The study defines the administrative hierarchy governing operations, ranging from international ICAO Annex 14 regulations to the "Aerodrome Manual," which serves as the fundamental "constitution" for specific facilities. The research highlights the multifaceted role of the Airport Manager, who must act simultaneously as a diplomat, economist, and technical director to balance strategic development with rigorous regulatory compliance. Key focus is placed on the implementation of Airport Collaborative Decision Making (A-CDM) as a transformative tool that integrates airports, airlines, and air navigation service providers (such as UkSATSE) into a unified information ecosystem. The analysis details the technical mechanism of A-CDM, emphasizing the shift toward precise predictive parameters like Target Off-Block Time (TOBT) to minimize ground delays and fuel consumption. This digital transformation relies on the integration of core systems, including the Airport Operational Database (AODB) and Resource Management Systems (RMS). Furthermore, the study underscores that real-time data transparency enables synchronized handling operations – including refueling and baggage loading – which drastically reduces engine idling times on the apron and optimizes runway queues. The author also evaluates modern governance models, such as Public-Private Partnerships (PPP), and the use of Service Level Agreements (SLA) to clearly delineate operational responsibilities between airport operators and air traffic control towers (TWR) regarding flight planning and search-and-rescue coordination. The study concludes that the transition to automated data-sharing platforms and administrative reforms regarding multi-party data agreements is fundamental for enhancing operational capacity, ensuring environmental sustainability, and maintaining the highest levels of aviation safety in a digitalized airspace.

Abstract: This study evaluates the role of innovative technologies in enhancing the competitiveness of Ukrainian airlines within the 2026 global aviation landscape. It identifies organizational and digital transformations, particularly AI-driven analytics and marketing innovations, as primary tools for mitigating market volatility and optimizing operational costs. The research highlights critical development areas for Ukrainian carriers, including fleet modernization via leasing, fuel-efficiency strategies, and the integration of advanced revenue management systems. Furthermore, the study underscores the importance of crowdsourcing and social innovations in fostering unique service models, arguing that nurturing internal corporate creativity and extreme customer-centricity will be pivotal for the sector's post-war recovery. The authors conclude that aligning national practices with EASA standards and leveraging Ukraine's geographic potential through deep digitalization is essential for the sustainable reconstruction and global integration of the country’s air transport sector.

Abstract: This article presents a comprehensive academic inquiry into the strategic optimization of Helicopter Emergency Medical Services (HEMS) within the global and national healthcare infrastructure of 2026. As demographic shifts and rapid urbanization place unprecedented strain on terrestrial emergency response networks, the transition toward a highly efficient aerial medical evacuation (medevac) system has become a paramount priority. The research analyzes the unique operational advantages of rotorcraft, focusing on their inherent Vertical Take-off and Landing (VTOL) capabilities which facilitate missions in austere environments, remote mountainous regions, and densely populated urban centers where traditional infrastructure is either compromised or non-existent. The study delves into the critical concept of the "Golden Hour", demonstrating how modernized helicopter utilization significantly enhances survival rates by providing advanced prehospital care during transit. A central focus is placed on the technological transformation of the helicopter cabin into a "flying intensive care unit" integrated with real-time telemedical monitoring and satellite-linked life-support systems. Furthermore, the author emphasizes the importance of interdisciplinary crew synergy, where seamless communication between flight personnel and medical teams is identified as a vital factor in operational success. The paper also analyzes the potential of next-generation hybrid propulsion systems to minimize the acoustic footprint and environmental impact of HEMS within sensitive urban medical zones. The author evaluates the efficacy of AI-driven flight planning and automated dispatch protocols in minimizing "scramble time" and optimizing fuel consumption. Furthermore, the paper addresses the complex interplay between operational costs and socio-economic benefits, arguing that the fiscal burden of high maintenance and fuel requirements is offset by the drastic reduction in long-term disability costs and immediate life-saving outcomes. The research highlights the necessity of harmonizing national aviation regulations with international ICAO (Doc 9261) and EASA standards to ensure seamless cross-border medical cooperation. Special attention is given to the prospective integration of HEMS into the Smart City and Urban Air Mobility (UAM) frameworks, where coordinated air-traffic management and a network of specialized hospital vertiports form the backbone of a resilient emergency response ecosystem. The article concludes that the future of medical evacuation lies in a decentralized, digitally integrated, and highly automated aviation network capable of providing equitable access to hightier medical interventions regardless of geographical constraints.
