Трансформація навантаження на систему цивільного захисту України в умовах повномасштабної війни: аналіз пожеж як подієвого індикатора

Abstract

Повномасштабна війна в Україні зумовила істотну трансформацію безпекового середовища та суттєво ускладнила умови функціонування системи цивільного захисту. Система реагування вимушена діяти в умовах тривалого підвищеного навантаження, поєднання воєнних і техногенних загроз, зростання інтенсивності надзвичайних подій та ускладнення реагувальних процесів. За таких умов особливої актуальності набуває наукове осмислення змін у навантаженні на систему цивільного захисту та пошук адекватних теоретико-методологічних підходів до його оцінювання. Наукова проблема полягає у фрагментарності підходів до дослідження функціонування системи цивільного захисту в умовах війни, коли переважає або нормативно-інституційний аналіз, або вивчення окремих видів надзвичайних ситуацій, без належного поєднання подієвого та реагувального вимірів. Метою статті є виявлення та наукове обґрунтування особливостей трансформації навантаження на систему цивільного захисту України в умовах повномасштабної війни на основі аналізу динаміки статистичних показників пожеж та їх наслідків у 2021–2024 роках. Методологічну основу дослідження становлять системний, подієвий, реагувальний і ризик-орієнтований підходи, що дозволяють розглядати систему цивільного захисту як динамічну соціально-інституційну систему, навантаження на яку формується під впливом інтенсивності надзвичайних подій і складності реагувальних процесів. У статті обґрунтовано доцільність використання подієво-реагувальних індикаторів, які поєднують характеристику подій і реагування та є чутливими до змін безпекового середовища в умовах війни. Емпіричною основою дослідження є офіційні статистичні дані щодо пожеж та їх наслідків в Україні за 2021–2024 роки. Узагальнення результатів аналізу підтверджує можливість використання зазначених показників як подієво-реагувального індикатора трансформації навантаження на систему цивільного захисту. Наукова новизна статті полягає в обґрунтуванні подієво-реагувального підходу та інтеграції методологічних підходів до дослідження трансформації навантаження на систему цивільного захисту в умовах повномасштабної війни. The full-scale war in Ukraine has led to a profound transformation of the security environment and significantly complicated the functioning of the civil protection system. The response system has been forced to operate under conditions of prolonged increased load, a combination of military and technological threats, growing intensity of emergency events, and increasing complexity of response processes. Under such circumstances, scientific understanding of changes in the load on the civil protection system and the development of adequate methodological approaches to its assessment become particularly relevant. The scientific problem addressed in the article lies in the fragmented nature of existing approaches to studying the functioning of the civil protection system under wartime conditions. Current research is predominantly focused either on normative-institutional aspects or on the analysis of individual types of emergencies, without sufficiently integrating event-based dynamics and response-related characteristics. The purpose of the article is to identify and scientifically substantiate the features of the transformation of the load on the civil protection system of Ukraine during the full-scale war, based on the analysis of the dynamics of statistical indicators of fires and their consequences in 2021–2024. The methodological framework of the study is based on systemic, eventbased, response-oriented, and risk-oriented approaches, which make it possible to consider the civil protection system as a dynamic socio-institutional system whoseload is shaped by the intensity of emergency events and the complexity of response processes. The article substantiates the expediency of using event-response indicators that combine characteristics of emergency events and response activities and are sensitive to changes in the security environment under wartime conditions. The empirical basis of the study consists of official statistical data on fires and their consequences in Ukraine for the period 2021–2024. The generalization of the analysis results confirms the possibility of using these indicators as an event-response indicator of the transformation of the load on the civil protection system. The scientific novelty of the article lies in the substantiation of the eventresponse approach and the integration of methodological approaches to the study of the transformation of the load on the civil protection system under conditions of full-scale war.
