Abstract

The article explores the professional path of Leonid Shmayevich, a distinguished graduate of the Kirovohrad School of Advanced Training for Civil Aviation Flight Crews and the General Director of the International Joint-Stock Aviation Company "URGA" (Air Urga). Leonid Shmayevich, a First-Class Navigator-Instructor with 11,000 accident-free flight hours, played a pivotal role in bridging the gap between aviation education and the commercial industry. Established in 1993, Air Urga was a visionary project designed to preserve the human and technical resources of the State Flight Academy of Ukraine during a period of economic transition. The study highlight the strategic necessity of creating an independent airline in response to the severe challenges of the early 1990s, when the Department of Air Transport of Ukraine attempted to restrict educational institutions from conducting commercial flights. This initiative ensured employment for the Academy’s flight and engineering staff and provided essential flight hours for cadets when state funding was drastically reduced. Under Shmayevich’s leadership, Air Urga gained global recognition, obtaining ICAO and IATA certifications and becoming a major partner for United Nations peacekeeping missions in over a dozen countries, including Somalia, Congo, and Georgia. A notable historical highlight is the airline’s service to UN Secretary-General Kofi Annan in 2003. The abstract also details the airline’s commitment to safety and quality, noting its membership in the European Regional Airlines Association (ERA), the implementation of advanced TCAS systems, and ISO 9001 aircraft to the Saab-340B and the establishment of specialized training centers for flight personnel and aviation security. Ultimately, the article concludes that Leonid Shmayevich’s career and the success of Air Urga exemplify the high efficiency of the "Kirovohrad school" of aviation training. His legacy serves as a powerful motivational benchmark for current cadets of the Ukrainian State Flight Academy, demonstrating the critical importance of visionary leadership, proactive crisis management, and the successful integration of national aviation expertise into the global aeronautical space.
