This paper addresses a critical scientific and practical problem related to the quantitative assessment of time-related risks in the operational activities of aviation operators, including flight crew members, air traffic controllers, and maintenance engineers. Modern aviation systems operate as high-reliability organizations, where safety outcomes depend not only on technical reliability but also on human performance under time pressure, stress, and uncertainty. Traditional deterministic planning approaches assume fixed execution times for operational procedures and therefore fail to capture the inherent variability of human actions, especially in abnormal or emergency situations. To overcome these limitations, the paper proposes an integrated stochastic modeling methodology that combines the Program Evaluation and Review Technique (PERT) with Monte Carlo simulation. The duration of individual operational tasks is modeled as a random variable following a beta distribution, defined by optimistic, most likely, and pessimistic time estimates. Network modeling is applied to represent operational procedures as directed graphs, enabling the identification of critical paths that determine the total execution time. Using the central limit theorem, the cumulative duration along the critical path is approximated by a normal distribution, which allows analytical estimation of the probability of completing procedures within a specified time limit. The proposed methodology is further enhanced through Monte Carlo simulation implemented in Python, which enables explicit modeling of the probabilistic occurrence of deviations and additional tasks. This approach reveals the presence of heavy tails in time distributions that are not detectable by classical PERT analysis and that represent rare but operationally critical delay scenarios. The methodology is validated using a practical case study involving the connection of a ground power unit to an An-26 aircraft during preflight maintenance. The results demonstrate a strong nonlinear relationship between available time margins and operational reliability. While a 15-minute time limit ensures a success probability of 99.9%, reducing the limit to 12 minutes decreases reliability to 62.5%, indicating an unacceptable operational risk. The findings support the transition from reactive to proactive risk management within Safety Management Systems and provide a quantitative tool for optimizing standard operating procedures, allocating time buffers, and improving the predictability of aviation operations under uncertainty. | en_US |
