This article examines the institutional and technical evolution of air mail services in Azerbaijan, positioning them as the primary catalyst for the development of the region's civil aviation. The study contextualizes this regional progress within global a viation history, noting earlier international experiments with Zeppelin deliveries, catapult mail from steamships, and the pioneering air routes of early Soviet Ukraine. The research traces the origins of Azerbaijani postal communications from the early 19th-century ground stations to the sophisticated air routes of the 1920s. A significant milestone highlighted is the 1921 inaugural mail flight performed by veteran pilot Arkadiy Romanov, which established the priority of postal delivery over passenger transport in the South Caucasus. The study provides a detailed analysis of the pioneering aviation enterprises, including "Azdobrolet" and "Zakavia," and their subsequent integration into the "Ukrpovitroshlyakh" joint-stock company. The author emphasizes the strategic role of Baku as a major transit hub, facilitated by the deployment of advanced Junkers F.13 aircraft. These technological advancements enabled regular connections between Baku, Tbilisi, and Batumi, as well as international routes linking Tehran and European capitals via the Soviet transport network. Furthermore, the article reflects on the reliability and public significance of the service, illustrated by the 1929 Sochi air crash, where the recovered mail was successfully delivered to recipients as a matter of professional honor. The author concludes that the establishment of air mail in the 1920s provided the essential infrastructure, regulatory framework, and operational experience that formed the bedrock of the modern "Azerbaijan Airlines" (AZAL) and the broader civil aviation sector in the Republic.en_US
