| Abstract: | This paper explores the evolution of airport administrative frameworks under the influence of global digitalization and ICAO standards. The study defines the administrative hierarchy governing operations, ranging from international ICAO Annex 14 regulations to the "Aerodrome Manual," which serves as the fundamental "constitution" for specific facilities. The research highlights the multifaceted role of the Airport Manager, who must act simultaneously as a diplomat, economist, and technical director to balance strategic development with rigorous regulatory compliance. Key focus is placed on the implementation of Airport Collaborative Decision Making (A-CDM) as a transformative tool that integrates airports, airlines, and air navigation service providers (such as UkSATSE) into a unified information ecosystem. The analysis details the technical mechanism of A-CDM, emphasizing the shift toward precise predictive parameters like Target Off-Block Time (TOBT) to minimize ground delays and fuel consumption. This digital transformation relies on the integration of core systems, including the Airport Operational Database (AODB) and Resource Management Systems (RMS). Furthermore, the study underscores that real-time data transparency enables synchronized handling operations – including refueling and baggage loading – which drastically reduces engine idling times on the apron and optimizes runway queues. The author also evaluates modern governance models, such as Public-Private Partnerships (PPP), and the use of Service Level Agreements (SLA) to clearly delineate operational responsibilities between airport operators and air traffic control towers (TWR) regarding flight planning and search-and-rescue coordination. The study concludes that the transition to automated data-sharing platforms and administrative reforms regarding multi-party data agreements is fundamental for enhancing operational capacity, ensuring environmental sustainability, and maintaining the highest levels of aviation safety in a digitalized airspace. |
