Abstract: This paper examines the effectiveness of Fatigue Risk Management Systems (FRMS) implemented by European air navigation service providers, with a particular focus on the gap between their formal existence and actual operational performance. Despite complia nce with international and European regulatory frameworks, many FRMS remain largely procedural and do not fully support real-time risk mitigation. The study highlights the limitations of predominantly reactive approaches and the insufficient use of data-driven methods in fatigue management. It is argued that organizational safety culture and the integration of fatigue-related data into decision-making processes play a critical role in enhancing FRMS effectiveness. The paper emphasizes the need to transition from a compliance-based, “paper” model to a proactive and evidence-based system. Special attention is given to the development of meaningful safety indicators that reflect real operational conditions. The research proposes a balanced framework combining proactive and reactive metrics for objective assessment. Furthermore, it outlines the development of a mathematical model for integrated evaluation of FRMS effectiveness. This approach aims to support more informed decision-making and improve overall safety performance. The author argues that the prevailing "paper-based" compliance model creates a dangerous gap between declared safety policies and actual human-factor risk exposure. To overcome this limitation, the research advocates for an urgent transition toward an evidencebased, data-driven management paradigm. The primary scientific objective formulated in this study is the development of a novel mathematical model capable of synthesizing both proactive and reactive safety performance indicators into a singular integral metric. The implementation of this balanced evaluation framework aims to transform FRMS into a dynamic predictive system, thereby supporting informed managerial decision-making, enhancing organizational safety culture, and ensuring the cognitive resilience of air traffic controllers in a high-density European airspace environment.
